First, download this: https://nopaystation.com/ (PC client). Then, Click "PS3" and then click on "PS3 Games" or "PS3 DLCS" (you can do both, just depends on if you want like dlcs and stuff).
After this, run NPS Browser, and you should see Games and DLC, click the 3 dots on PS3 and select the TSV file.
Set your unpack dir, and then download pkg2zip (https://github.com/mmozeiko/pkg2zip/releases) and set that exe to your dec tool.
Search any Game or DLC, and download it.
Use webMAN to set an FTP to your PS3, and connect to it. (refer to http://ps3.wtf/Guides/4fr/connecting-to-webman.txt)
For the RAP file, go to /dev_hdd0/exdata/ drag and drop your file there.
For the PKG file, go to /dev_hdd0/packages/ drag and drop your file there.
Wait, then load up the XMB, enable HEN, or whatever you gotta do, and go to Package Manager > Install Packages > PS3 System Storage.
Begin installing and your done.
